"To All Concerned: Lt. D.E. Fairbanks, Jr. U.S.N.R., is the special operations officer in the War Plans Section of my staff, in which capacity he is of course informed on all secret planning. He is in addition to his regular duties charged with arranging for the acquisition of special material and personnel and with the preparation of plans for the execution of special operations. It is particularly requested that those concerned will give him every possible assistance and appreciate that for security reasons he will not always be able to give full explanation of the duties he is performing.
